What do you do when staff members are reluctant to see their roles in the department mission or strategic plan?

The Background: Many department heads and immediate influencers in an organization are re-energized when the mission statement is put back on the table and a refocusing occurs. They all form into one collective body, one group, and put the marching orders in place. This is, perhaps, when the strategic plan is at the height of its potential and possibility. Everyone tends to have a euphoric feeling about where the organization was and where it can go, except maybe, for one group of workers - the support staff - who believe they have no vested interest in "the plan."
